the temp is 55 degrees ? That is a cold room--- no heat mat -- dragons heat from their backs not stomachs you want a CHE -- ceramic heat emitter - for a 40 gallon tank you want a 100 watt bulb placed on the top of screen middle of tank -- these produce heat NO light

Last note, to help with the distance of the bulb am I ok to cut a hole in the top of the viv so the bulb is higher up?

Yes but go by your digital probe thermometer that's going to tell you how high or low the bulb needs to be

The 80 watt PS is not going to be a high enough wattage for a 40 gallon tank - they come in 100 and 160 watt and I am not sure what your tank is going to need - like I said before its going to be trial and error w/ those bulbs
