Should the uvb light be running the whole tank
I want a 48inch tank is a 48 inch uvb bulb too big is when it says 48 does that mean it is for 48 inch tanks???

nope, means the bulb is 48 inches long. fits in a 48 inch fixture that has at least a 1.5-2.5 addition to it's length for wiring housing and connections.
you'll want a 24 or 36 inch.
it doesn't have to run the rull length of the enclosure. The bulb should be adequate enough to emit microwatts at 6-8 inches to do the job just fine covering 1/2 of the cage.

It depends on the length of your fixture. Measure your fixture and get that size bulb.
