I don't think he's completely done growing quite yet. Though there will be more time between sheds as the sheds depend on growth. I guess the answer is, no he's probably not reach full adult size but yes it's normal that the shedding has slowed

15 seems small, he should reach a bigger size. I don't see most healthy and well raised dragons being under 18 inches as adults. Shedding may slow down but he may still be far from done

1-2 years is an adult and depends more on sexual maturity then size :(. I don't know.
