You might be able to order it online I guess... But I would not suggest using any loose partical substrate. Too much of a risk.

Clay still has little particles in it. I still wouldn't suggest it. Just my opinion 
Have you thought about tile? It comes in a lot of styles and colors that can look like clay if you want but still be safe...

It wouldn't be loose like sand, but it would be very hard to disinfect/keep clean.
