@Noside -- are you asking for a T 8 or T 5? T 8's no they are not strong enough to go thru the screen - there should be no plastic cover over the bulb- T 5's can go on top but the screen needs to be wide holed like a dime- distance plays a role in the bulb so what bulb are you asking about?
This is how i have it

Your using a coil? Is it the 13watt or 26 watt? Look on the bulb it will tell you-- if it's the 13 watt get rid of it--- your issues are coming-- look at no wedges post and what I have recommended for the UVB- 26 watt Reptisuns are ok but I don't recommend them simply because I have no faith in the and have seen too many issues w/ the coils--

As you can see Im having trouble with humidity
What is your humidity? Put your hygrometer in the center of the tank back wall- as long as your humidity is not 70% your fine-- it will go up at nite that is normal-

26 watt ms. Sadie.
Ok you can continue to use the 26 watt I recommend the tube fixture what no wedge is using the 24" fixture-- w/ a Reptisun 10.0 T 5-- best on the market now-- if you stay w/ the 26 watt remove the screen and the basking spot needs to be directly under it approx 6-8 inches-- that bulb will need to be replaced in 6 months--

Its stays between 45-50 during the day i put a sock of rice to absorb some moisture that im not sure where is coming from
Do you have a water bowl in the tank? If so remove it at nite -- 40-50% is fine -- as long as its not going above 70% at nite --- the not eating could be from his shedding but it also could be from not enough UVB as well - that lighting in your tank and basking temps are the two most important thing in that tank -- its going to control his overall health -- basking temps need to be taken w / digital probe thermometer NO stick ons they are inaccurate -- that two can be a cause of not eating - basking temps for babies should be 105-110 -- as they get older they wont want them as hot about 6 months old or so 95-110 -- its good to offer them a gradient heat so they can pick a spot of where they want to bask -- a good piece of decor would offer that -- Petsmart has some really nice decor for dragons

Is it normal for them not to eat while in process of shedding?
Yes it can effect the eating but he should be eating some maybe not as much if he quits eating all.together there is a issue - usually its the lighting or basking temps---

Right eye closes alot hoping its just because of shedding
It could be shed- can you take a closer pic ? If it is shed take some regular saline no contact lenses stuff and wash his eye - it will loosen the shed

If it's not shed the coil could be the cause- coils tend to cause eye issues especially off brand like thrive they are cheaply made
