Is this normal behavior?

OK so Rocko is around 2 years old. Hes in a 3'x2' wooden cage (for now, waiting on a 4x2)
He has a UV light strip and a 50 watt heat bulb.
Ive been having a problem with the temps recently due to the weather starting to warm up.
Is hot spot temp is 107,
ambient temp is a little high: 85-90
his cool side temp is also high (shaded with lots of fake plants and a log) stays 80
My apartment doesnt have central A/C so the room hes in gets a little warm. (so i open a window when im home)

now. Im guessing his behavior is linked to this temp problem.
Ive been noticing that he gets up in the morning, basks for a couple hours, but then anytime between 1-3 he retires back to his shady spot and sleeps for the rest of the day. Hes not active anymore.
once outside the enclosure hes running around fine.

Sooooo I ordered a 15 watt heat bulb online. (still waiting for it to come in) Im hoping this will help lower the temps. I realize I could just keep his basking bulb off during the day but im worried about keeping a gradient. He still should have a warmer basking spot right?

Im also thinking I should drill more vent holes? Theres a large square vent in the back as well as a smaller 3 inch circular one. Theres also a gap around the entire hinged door.
But in the winter it does get pretty cold in this hell-hole apartment, so thats why ive been holding off on more air vents.

what are your guys' thoughts on this?

drop the 50 down to 45 or just raise it up more and more circulation is always better you can always cover it in the winter

baskin temp is fine and i actually have all my guys cool side between 80 and 85. In winter you could as bill and karen said, cover it a little or go with a 75 watt bulb. my house stays around 67 at night in winter and i do not use any night heat and my guys do fine.

dragons are almost always most active and act "crazy" in the morning when they are waking, warming, eating, and pooping. the afternoons are the hottest part of the day and they know it....so they just chill.
