If this a growth or just stuck scale?

So our BD has had this for several months. It hasn’t come off in the bath and doesn’t seem to be shed as she’s shed other parts off and on and nothing ever happens to this one piece. She doesn’t like us messing with it either…it’s almost like it’s a growth or something? Hopefully the pictures will load. I thought about brushing it with the toothbrush the next time we bathe her but don’t want to hurt her or cause more damage…any ideas??

Ok so she got back.w/ me - it is a piece of lingering shed it will come off- you can use some Neosporin on it to moisten it-
