I have a basking light, a UVB light, and a sticky heat pad applied to the side of Drago’s terrarium. I have a thermometer on either side of the tank. One side runs around 80-85 degrees (F) while the side with the lights and heat pad will only go up to 90 degrees (F). He usually spends most of his time close to the heat pad and the info book for the heat pad said to add another source of heat.

Is there anything else I can do to help raise the temperature?

you really don't need the stick on heat pad as they get their heat from above them, and depending on where the heat pad is if he leans up on it he could burn himself as they don't have nerve endings on their bellies..
How big is your tank? do you have a IR temp gun as those are the most accurate to get their temps (if you have the stick on the glass ones those are not accurate)
Many of us have quite the supply of bulbs in our closets lol as it is really a playing with what wattages you will need. I use chicken brooder lamp set ups (they are cheaper than ones found in pet stores and have ceramic bases as they are on all the time) In the 40 Gal breeder tanks I run 50 watt basking bulbs and Reptisun T5 HO 10.0 UVB set up.. I have basking temps up to 107F if need be but I have adults so they want lower temps.
