Looks like maybe an old war injury and unless it is bothering your dragon then I wouldnt worry too much. Lots of dragons have things like that and toe or tail nips that stem from when they were very young which just heal funny but cause them no issues. Mungi has a finger nip on one of his front claws that apparently was a bite he suffered when he was a baby that looks like it almost took his finger off but it was healed when we got him and doesnt bother him in the least. I just look at it as part of his individual character
