The house gets pretty cold at night (around 60) and im afraid of freezing Toby out so I leave his basking light on. Is it okay to leave the light on all night or does he need the light off for sleep?

Best to have it off. Get yourself a ceramic bulb/heater. They keep the temperature up while emitting no light. Ideal in your situation. But, if that's the lowest your house temp gets it won't do any harm. They "recommend" it doesn't go below 16c. And yours is just on it. Give our take a couple of degrees won't be an issue I shouldn't think. I'm sure someone else can deny or confirm this. :)
