What is wrong with him?

I have a 3 month old bearded dragon that i had some concerns about.For one, he is not growing much at all. I have another one his age that is twice as big as him and im wondering why he is not growing. Also, today he has been acting really weird. He has been not moving much at all. He looked like he was dead and suddenly he jumped up and started wondering around. A little bit after that, i watched his head slowly go down and he wouldnt move and he looked dead again. Please resond. Thankyou.

Are they being housed together? Could you please post pics of the animals & setup & give the environment specs, heat, substrate, UVB, etc.?
