Looks like lots of stuck shed, which will lead to tail rot. Give warm soaks and brush lightly with a soft toothbrush. You can put some coconut oil, pure aloe or reptile shedding aid on it to try to help moisturize. If you notice it spreading further down the tail you will need to see a vet so that it does't spread further.
