Super Active male or female - help!

Hello all!

So I've had my wonderful beardie named Puff for almost two years now. Recently, he (she?) has been extremely active and trying to escape his cage. I let him run around the apartment but this doesn't seem to help. I made a dig-spot for him (reptile dirt and two aluminium deep trays) but he has not been too keen on it.
So, first, is it a male or female? I've enclosed a picture of him (her?) if anyone is good with telling the difference.
Also, could it be eggs? I made the dig-spot out of his cage in a quiet place and followed advice from others on how to make it. Any tips? Is that even what Puff wants?

It's hard to tell from this picture but I want to say Puff is a girl. You want to take the tail and gently bend it back at the base, leaving their feet on the floor.
