I'm not sure if that's scale rot or not, as I am no expert. But if you want to be safe, you can put him/her in a small container with lukewarm water on the warmer side with a few drops of triodine solution. Have him/her soak for a half an hour or so. You want the water color to be a pale, tea-like coloration. Do this for a couple of days but not so much to overly stress out your lizard.
My ball python had scale rot and I treated him by doing this. For him, I noticed that his scales were sort of wrinkly and dark colored (almost like a yellow burn--I can't really describe it accurately, though, and they are different animals with different scale types). Anyway, you can also dab a cotton Q-tip with the triodine stuff and directly rub it on the suspected area a couple times.
I would suggest making sure your husbandry is 100% good. From there, you can logically rule it in or out if he/she has scale rot or not, as it is caused by too much humidity, poor/dirty cage conditions or possibly an injury.
