Placement of UVB Lighting

I've got an Arcadia 12% in a 24 inch reflective fixture. It's currently on top of the mesh on my 40 gallon breeder. Approximately 18 inches above the bottom of the tank and about 14 inches from the basking spot. My question is should I move the light inside the tank or leave it where it's at? I know the mesh can reduce the UVB by 30-40%, but the reflective fixture should help with that correct? If I do have to mount it inside the tank, how would I do that?

It needs to be inside the tank -- the reflector directs the UVB rays toward him but the screen blocks the rays 30% - distance needs to be 12-15 inches directly above the basking decor piece
3 M command Velcro fasteners- picture hanging wire –long plastic zip ties-- fishing line -- potted plant wire hangers or this stuff --- I use this it works great its like a Velcro strap cut into strips wrap around the fixture https://www.homedepot.com/p/GE-15-ft-Cable-Ties-Hook-and-Loop-Spool-Black-10375/304220195

If it's a T5 bulb then it does not need to be in the tank. The mesh screen only reduced the effectiveness by maybe 20% tops with having a reflective fixture. 12 inches from basking spot would be ideal though.
