Out of tank heat set up?

Hey guys this is my first time on here and I'm really hoping you guys can help me out. I have a 1 year old bearded dragon and shes in great health she acts odd in her tank and the only thing that seems to make her feel better is getting out of her tank I've tried to reorganize her tank and make it feel a bit more natural I tried to put a dig box in because I thought she was getting close to needing one for her eggs she doesnt seem bothered by anything in her tank she just really wants to have more room and I have no problem sharing my room with her sense it's just us however it then makes me think about her proper heating I cant just let her be out all day but she just glass surfs or lays on her hammock or in her cave all day. She gets out of her tank and shes extremely happy I have a set up so she can safely get up and down to the window so she can watch the neighborhood because it's her favorite thing to do and safety measures in place for the flying dragon such as pillows and blankets but anyways I guess I should ask should I really force her to stay in her tank through most of the day or is there some sort of set up I could do to accommodate her for this want of hers?

there could be a problem in the tan. What the lighting and heating look like. Please give a pic of the tank so we can rule out as much as possible

Her tank is fine we've recently moved but even before she hasn't wanted to stay in her tank she enjoys the free range and being around us. Shes got a heat pad strap to the bottom of her tank and a UvB and heat lamp above. im on my computer and dont have a current pic of her set up but shes got some dig areas on top of newspaper right now because i thought it could of been a part of the problem but its been weeks and shes still doing it ignoring the dig spots and i dont feel anything like eggs so i dont think thats the problem either. i really dont think there is a problem cause like i said its just us she likes to be around me and wants to be out of her tank as soon as she is out she runs around then crawls to her window and chills there for a while but when i put her home its almost always instant in her glass surfing and trying to get back to the window. her tank is only a 40 gallon while i know thats the minimum requirement i would love to upgrade it to something even bigger but if she would rather just run around my room id like to make her feel as happy as possible without risk. so if theres something i could do to keep her warm and amke sure shes getting the correct lighting while shes out of her tank . like if i got a heat rock could i use that to keep her warm while shes just sitting in the window. what else could i do to get her the necessary uvb

i should also add thats she has plenty of room to run around with a small ladder bridge to run under and crawl on shes got a huge cave that acts as her basking spot and a hammock that is close buy so she can hang out on that while basking as well. her uvb stretches and covers about 80% of her tank and a heat pad under the cave under the tank that heats up a bed of sand. her tank normally sets at 75-80 cool and 90-105 hot. illl be taking the dig spots and sand out and replacing her substrate cause its getting about time but shes also is eating pretty good and digesting alright still cause her poops are normal for her eating habits. in short she just wants more room i could be wrong but she seems so content with being the neighborhood watch. this city needs her!

This looks amazing! Thank you for the help by any chance do you know if those lights are strictly heat lamps or is there a mix of uvb lamps as well? And those are just pads on the ground not like heat pads? And is there a good set amount of time the lights should be on for? Thank you so much! The kitchen has a Arcadia mvb w/ a converter--the dining room plain halogen bulb---the LR mega ray mvb 100 watt-- travel set includes different bulbs for different heat gradients-- the single travel has a single mvb-- no heat pads used and normal basking times 12 hrs on 12 hrs off
