Are beardies supposed to be very lazy when they’re basking. Mine closes his eyes and he ignored his food earlier

Normal basking behavior is very lazy, yes, but if he is frequently ignoring his food then something else is the problem - incorrect lighting and temp being the main culprits. Also size of tank, health issues, etc.

He started acting weird when I changed his light to a uvb 10
