So my beardie keeps starring at me from inside his tank with his mouth open. He eventually closes it but then he does it again lol. What does this mean? Is he okay?

Most of the time this is normal for them to do as they can not sweat so this is how they get rid of excess heat. As long as he is doing this under his basking spot warm side that's fine.. If he's gapping while under his cool hide or outside of his enclosure it could mean something else.. It can also show signs of aggression, dominance, fear, as well as gapping with excess saliva and noises while breathing can be a respiratory infection..
I would bet it is just getting rid of excess heat..
You can find helpful information about dragon behaviors by clicking on the link in my signature line I've posted a section on this.

Ya he was in his basking spot so it must have been that. But he actually bit my boyfriend today too for the first time ever and he put him back in his tank after that so it may have been him showing dominance? I think my dogs startled him that's why he bit him lol

They don't typically bite :( how was he holding him? or was it when he picked him up? It's possible he felt threatened by him or the dogs.

He wasn't holding him he was running around and then the dogs were both sniffing him and he ran up to my boyfriends finger and bit him. He thinks he may have thought it was good because he said he bit him like he was trying to eat a piece of his veggie salad. He's normally okay with the dogs tho he even climbs all over them. Now my boyfriends all scared he's gunna bite him again and thinks he doesn't like him:(
