Lethargic and Hiding

My 4 year old bearded dragon has been lethargic for a long time, refusing to eat and avoiding his basking spot. We have taken him to the vet multiple times, gotten xrays, etc and he is apparently fine but doesn't act it.

I am conerned his setup is wrong but have gotten too much conflicting advice. He has a basking / UVB dual bulb, a seperate UVB on the opposite side, and a tube in the middle. I know that's probably overkill on the UVB but all the lights are above a mesh screen.

He gets daily collards with calcium powder (vet said to stop sprinkling with calcium / D) and ocassional dubias and crickets.

What could I be doing better? Open to answers.

How long lethargic and is he losing weight? Avoiding the basking spot something is off--- I would get rid of the MVB and replace w/ a solid clear bright white basking bulb -- examples Flukers basking -- Arcadia Halogen or a Exo Terra Intense --- how old is the UVB brand and bulb and what is the tube bulb in the middle-- surface basking temps should be 95-100 taken w/ a digital probe thermometer - lets start there -- does he brumate? Has he already brumated? Mine are in and out sleeping alot but do wake up and eat drink and poop but for the most part they are sleeping now

He's been lethargic for about 3 months. Now. Not losing too much weight, fat pads also seem good. His temp on his basking side reads 90-95 pretty consistently though it is not a digital probe.

The UVB tube in the middle is a 15 Watt T8. The UVB flood light is a 100 watt Arcadia D3 Evo Heat / Light / UVA&B. Both under 6 months old. The dual basking bulbs above his rock are a similar bulb but tbh I forget the exact specifications and no longer have the box. To be honest I was adding UVB bulbs to the setup just because my vet wasn't very helpful. I live in Montana and there aren't decent exotics vets here unfortunately.

Mine has not brumated as his previous vet recommended keeping him out of brumation.

Thank you so much for your response, please let me know if I'm doing something wrong or if I didn't fully answer your questions!
