Is this stuck shed?

My beardie named biscuit has these dark spots on her which I believe is stick shed but I dont recall last time she shed her leavening some behind shes just under a year old. The ones were it looks the darkest is after I got done soaking her I would really appreciate the feed back.

Prior to black spots was the discolouration yellow? To me this looks like a fungal infection of some sort and requires a vet.
