Is that all he does or do you have more info on the situation? Maybe you can post pics of the setup so it can be troubleshooted for proper lighting and uvb as well. I know Sadie and a few others are pros and can lead you in the right direction.
Also, was just wondering if the piece you made. It looks homemade? If it was sealed with anything. Not sure if it’s other stuff in the tank, but I would be concerned about the pieces flaking off and being swallowed if it’s not sealed. Mod podge is safe for them and dries fast and the grout won’t flake off.

I have a ceramic heating emitter and also a regular one for his heating lights. For his uvb, I have a 10.0 uvb coil. I ordered a ProT5 uvb kit and it came broken. I ordered another one na did should be coming any day now

I am glad your getting rid of the coil -- they are NO good -- the ProT5 can sit on top of screen depending on your screen -- if its a fine screen like a screen door it will need to go inside the tank approx 12-15 inches directly above your basking decor - if its a wide hole screen like a dime or similar it can sit on top of the screen w/ a distance of approx 8-10 inches directly above basking decor --- you do not need that CHE unless your tank is falling below 65 at nite -- dragons like it cool and dark it metabolizes their system for a better sleep -- I was looking at your screen w/ the UVB and I cant tell if its a wider or fine screen mesh -- how are you getting basking temps ? I only see a stick on -- they are only good for ambient temps --- you need a digital probe thermometer you can get them from Petco or PetSmart for around $8 or so
