Not sure but I noticed you have two in the same cage. From everything I have read you should not do this.

A hypo dragon would have all clear nails. So if all the nails are clear then yes it's a hypo.

Ron G is right, you shouldn't have 2 in the same tank especially with a great size difference like this. Bearded dragons are solitary creatures and don't do well having "friends" living with them. One will dominate the other and they will compete for light and food. A bigger dragon will also see a smaller one as food and try to eat it.
