Help with temp and heating

I'm trying to get my temps and humidity right in my beardies enclosure.. hes in a 40 gallon terrarium... on the warm end of the tank the temp/hydrometer reads 89 degrees/humidity 48 percent.. basking area reads 106 degrees/humidity 11 percent (why so low?).. cool end 78 degrees/humidity 33 percent.. I may be being overly paranoid about everything.. but I can't help it. Lol. Any advice would help.. thanks.

What do you mean hes getting no UVB?.. becaue he does have a Reptisun 10.0 tube.
It's cool. Lol. I rearranged some stuff in the tank.. move my heat light farther over to the warm side and moved the cool sides therm/hydrometer more in the middle and misted his stuff a little.. so the hydration levels are getting better.. I might just add a bigger water bowl in his tank to regulate the humidity levels more... the temp levels are the easy part, but I think I'm over complicating the humidity.
