I live in an apartment complex that has balconies for each apartment. 95% of us own dogs which are let out on the balconies be it to eat, use the bathroom or to sun bathe. With that being said, it will get dirty out there once in a while (heck even if you don't have pets).
Wouldn't the sanitary thing to do be to wipe up and soak up any pee or poo and dispose of it in a garbage bag and to then spray down the soiled spots on the balcony with disinfectant (I choose natural cleaners in case my dog decided to lick the floor), soak it up with paper towel and then rinse it with clean water and then sweep it way off the side of the balcony onto the empty land below to ensure a thorough cleaning?
Apparently my neighbor below me has an issue with it and like a child, left a note on my door in Portuguese threatening to call the health department on me because water is dripping onto her balcony. This woman never told me of any problems she had with us and it's not like this is a repeated offense because it has only happened over the last 2 days because the weather was nice and I wanted to really clean the balcony. To me leaving the balcony to get encrusted with pee and feces is something the health department SHOULD be called for but apparently cleaning is is the wrong thing to do.
I find it not only very childish to automatically threaten to call the health department over something like this considering it's clean water. I also find it childish that she would leave that letter on my door rather than speak to me in person (she knew I was home). I am the type of person that likes to avoid confrontation when all possible so had she knocked on my door when it first bothered her and POLITELY explain the situation, I would be more than happy to have tried to find another way to work things out. But to immediately make threats grinds my gears to put it nicely. Also, and I apologize ahead of time if I offend, but if you live in a country with a different language from what you speak, LEARN IT! This goes for any country. I wouldn't want people overseas to learn my language so I can understand them because it would be my responsibility to learn theirs so we could communicate. I know she speaks English too so why write in Portuguese? I had to go to 5 people to have it translated and no one except my dad who was luckily working in town today translated it for me.
My balcony naturally has a slight angle to it so water will run off a bit especially when it rains. Is this woman going to call the health department on me when it rains because god forbid droplets of water from my balcony ran down and sprinkled on hers? It's impossible for it to have been dog urine that went on her balcony considering my dog only goes on paper behind our central air/heat unit which I did on purpose so nothing ran down to our neighbor.
I swear, people get more irritating by the minute.

I received a letter from you, unfortunately, the said letter was written in a foreign language that is incomprehensible to me. As far as I know, we live in America and should communicate in the English language. If you have some sort of problems, it's best to discuss them, instead of making threats. You know where I live, please come by so that we can discuss this situation.
