That would be considered a particle substrate. It is made of coconut fiber. Ot also sounds like it would hold liquids. I would stick with non particle. Ceramic tile, non adhesive shelf liner, reptile carpet, or paper towels.
I'm not a fan of particle substrates. They can harbor bacteria and are easy for crickets to hide. Some can also cause harm to your dragon if they ingest any (impaction) or if it has sharp edges.
I was thinking of using that too.
