Ceramic heat lamp as basking area for bearded dragon

We are setting up our 4ft vivarium for our 4 month old bearded dragon and a reptile breeder has recommended we use a 150w Ceramic heat lamp for it's basking area and a Uvb light strip.
Does this seem suitable?

Also our thermostat we got sold ( Microclimate B series digital thermostat) won't go higher that 35c, is that ok?

Ceramic heat emitters are NOT ok for a basking light --- it is ok for winter months to keep the tank above 65 F -- you need a bright white basking bulb that will keep basking temps 105-110 F for a baby --- you will need a digital probe thermometer to get actual basking temps -- stick ons are fine for ambient temps --- how tall is the tank -- I recommend a 24" fixture w/ reflector and a Reptisun 10.0 T 5 or a Arcadia 12% bulb they are the best on the market at this time --- depending on the height of the tank if its 18" or higher go w/ the T 5 bulb if its only 12" you will need to go w/ a T 8 distance and placement is key here --- if you use the CHE for basking your dragon will not be able to digest his food - you want to mimic the sun as much as possible
