Bleeding tail/stuck shed/shrivelled scales

I need all hands on deck with this one because I truly have no clue what to do anymore. Cleo has had shedding problems with her tail since the start of the year. She had a bit of tail rot, it died and fell off their for no need for surgery especially because she is 12. All the vets I have visited have advised me to stay away from surgery due to her age. I have kept watch on her tail and truly do not know what to do it looks like she possibly has about 2-3 layers of shed on her tail that is not budging. I have tried every trick in the book to get the stuck shed off, from oils to repti-aid to creams from the vet I truly don’t know what to do anymore. Last night as well she had some shed coming off at the very tip of her tail, it came off easily no trouble at all, next thing I know though it turns red and bleeding. I’ve given her betadine baths and put honey on it. But what can I do to help her with her tail and the weird shrivelled scales? I don’t know what to do anymore.

Hi Emilia above link indicates the water betadine usage two-three times a day for two weeks. Otherwise antibiotics from vet or unfortunately, surgery to remove infected tail
