Bearded dragon not basking, sits under uvb

My bearded dragon Pippin (1.5 y) is sitting under his UVB pretty much all the time, 24/7, and will not go on the warm side of his tank unless he is underneath something. This has been happening for a while now, probably over two months. I thought maybe he was just more comfortable on that side but now I'm concerned. He always sits on top in the cool end on his rock, not hiding or sleeping, just "basking" as usual. He will not sit under his heat lamp, at all, not on a rock, not on a hammock, nothing. Temps are around 95-100 F on the warm end and 75-80 F in the cool. His body feels cold whenever I take him out. He doesn't dislike heat, if I take him out and put him on a heating pad he will sit on it and warm up. Any clue as to why this is happening? It's spring here, it's warm, he shouldn't be burmating from what I understand. No signs of respiratory infection or illness, he is otherwise healthy. I just want him to bask since he needs to digest, any clue as to what would be going on?

How are you taking the temp? No stick ons please they are inaccurate-- digital probe thermometer for a hammock- IR guns cannot read off a hammock- what are you using for a UVB? Coil or tube?
