Normal basking behavior is very lazy, yes, but if he is frequently ignoring his food then something else is the problem - incorrect lighting and temp being the main culprits. Also size of tank, health issues, etc.
Usually if its moving they go for it... make sure the dubia are appropriate size. You could try feeding him with tongs or just putting one in the tank and letting it run around. At 5 months he needs more proteins than veggies, so if he refuses to eat dubia you may have to go back to crickets...
