Is dulling of the end of the tail and feet a sign that shedding is going to happen soon? Is this the normal progression?

Bearded dragons shed off in pieces, so more than likely that is what your dragon is doing, they don't shed like snakes or geckos. Some days it will feel like they are always in shed 
Give it a bit of time and eventually the dragon will scratch it off or it will peel off by itself.
