Should I mount uvb in new tank or on top?

Hello, i am upgrading to a 4 x 2 x 2 tank, and on the website it says the screen filters out 30% uvb rays. There are support bars inside and I am able to mount it, but I don't want to bombard my dragon or do it incorrectly or unsafely. I use a zoo med t5 10.0 uvb 22'' strip, and this is what the mesh looks like. Should I make a basking area high up and put the uvb on the mesh, or try to mount it inside? Thank you, i appreciate your time. (It is bare bones for now, working on getting more furniture but it all arrived broken and I needed a reshipment)

Please mount it inside those bars I have utilized in my tank --- you want it directly above the basking decor piece 12-15 inches --- you can use this stuff for hanging
3 M command Velcro fasteners- picture hanging wire – long plastic zip ties or fishing line
