So as in the title that's what I have and a 75 gallon aquarium. I have it resting up top kind of next to the basking light. Just wanted to make sure their are no issues with that. It's about 12in roughly from there basking spot. I can take a picture and upload it is that will help.

Yes, it should be next to the basking bulb. However.....the T8 bulb works better mounted inside the tank because the mesh of the tank blocks out 35% of the UVB. You can leave it on top but you will need to change the bulb in 4 months instead of 6.

I do not have a mesh screen It measures perfectly to sit in the grooves on top of the tank.
