I'm worried about my bearded dragon.

Hi, I have one bearded dragon who was fine forever. Grew fine, ate fine, is super nice and active.
I got another one in February, she hasn't grown at all. Shes really mean, I cant pick her up with out her biting me and I try to pick her up all the time to get used to me.
I used the same lighting as I did for Mushu mu other dragon and I feed her dubia roaches. I dont know what's wrong...
