60% is a high but those analog gauges are also not the best testers. Get a good digital humidity. My husband used to smoke cigars so I used to use the digital ones from smoke shops. Now I use one by Accurite. It's around 10 bucks on Amazon, it measures your humidity and temps and also shows you on the screen what the highest and lowest humidity was. It's meant to measure the humidity in your house.
