Maybe they were referring to the canned larvae? That part isn’t the best for them. My dragon is overtly large, so I don’t know what is “normal” size at a year.

Blacklights should never be used. Neither should red ones. Colored lights will hurt her eyes.
Only a UVB tube such as the Reptisun or Acadia should be used OR a Mercury Vapor Bulb. These are the only 2 things that can provide accurate UVB.
