The lights should both be at one end. That's UVB and Basking lights overlapping. So you have a hot end and cool end. Measure your temperature for both ends to get the appropriate temps.

Looks like shedding. Could it have gotten caught on something? You could soak him in tub with warm water to see if it is shedding it will come off also soaking may help if swollen. If doesn't improve contact vet.
She looks good. But just in case check to see if she may have eggs. That will make her look really big. Even without a male she can lay eggs. Unfertile of course. If there are eggs you may be able to see little bumps in belly.
Sounds like she looking for a place to lay eggs. Make her a dig box. She can lay eggs even without a male. The eggs won't be fertile of course. Once laid if unfertile freeze them then discard them.
